TopCut X Hub — run tournaments over local wifi (no internet needed)

That is the only file you touch. The "engine" folder holds the app + the
Node runtime that makes it run — you never need to open it.

Full steps
----------
  1. Put your laptop + all the judge phones on the SAME wifi. Everyone must
     be on ONE network. It does NOT need internet - a router with a dead
     internet line still works, as long as nobody leaves the network.

     NO wifi at the venue, and you brought only the laptop? Double-click
     Host-Offline-WiFi.cmd FIRST - it turns this laptop into the wifi
     network ("TopCutX"). (If your laptop cannot host, it will tell you and
     suggest using a phone's hotspot instead.) Then continue below.
  2. Double-click Start-TopCutX-Hub.cmd.
       - If Windows says "Windows protected your PC": click "More info",
         then "Run anyway". (It is unsigned, not unsafe.)
       - If a Windows Firewall box pops up: click "Allow".
  3. Start it while you HAVE internet: your browser opens the TopCut X
     console (app.topcutx.com). Log in and open your event there. With no
     internet it opens nothing - keep using the console window that is
     already open, and never reload it. If the black window closes, just
     start it again: no second console tab opens.
     The black window prints "kit build : <number>" - it must match the
     number the organizer was given for this event.
  4. Load your event, open the Judges tab, have the judges scan the QR
     (in the TopCut X phone app: tap "Judge a match").

Scores flow phone -> laptop instantly over the local wifi, and also sync to
the cloud whenever the laptop has internet. Keep the black window open for
the whole event; close it to stop the hub.
